The OIS application provides air traffic specialists with a central source for information on air traffic flow-related information across Canada, and in major U.S. centres.
Developed and maintained by NAV CANADA, OIS provides up-to-the-minute information in the following categories (referred to as “grids”):

Issues are entered into the appropriate categories as soon as they are reported to NAV CANADA, and updated as new information becomes available.
Entries are automatically removed from the display once the End time has passed, except for those grids that have an “Expected End Time” (i.e., Outages and Flight Checks; these should be removed manually by an Administrator). The other exception is the Miscellaneous grid, which Administrators will have to remove manually once they no longer apply.
The OIS displays current, active Ground Delay/Airspace Flow Programs (GDP/AFP) as well as those coming into effect within the next few hours.
Entries are automatically removed from the OIS display once they reach their End time. Therefore, it is important to keep each entry current by updating the End time if:
a) a GDP/AFP is to last longer than anticipated, or
b) a GDP/AFP is ending early.
As an administrator, you have three options:
- Add a GDP/AFP: create a new GDP/AFP entry for display.
- Edit a GDP/AFP: change/update information for an existing GDP/AFP entry.
- Remove a GDP/AFP: end an existing entry, and remove it from the OIS display.
To add a GDP/AFP, click on the Add button on the GDP/AFP information grid. An administrator’s window opens that allows you to enter information in each field. In order for the entry to be saved and displayed in OIS, all fields must have an entry, even if it is simply “n/a.”
- Location, the location that is affected:
o Select from the drop-down list or type in the ICAO code.
Tab or move the cursor with the mouse to the next field, which is Start time.
- Start time of the GDP/AFP:
o Enter the time that the GDP/AFP will go into effect, in UTC time. The time must be entered in the standard four-digit format (no colon). Example: 1330.

o Enter the planned end time for the GDP/AFP, in UTC time. The time must be in the standard four-digit format (no colon). Example: 1330.
N.B. The End time determines when the GDP/AFP entry will be removed from the OIS display. Therefore, if an active GDP/AFP is going to be ending earlier than originally posted, then administrators are required to go in and Edit the End time to reflect the latest information, or use the Remove button to end it immediately.

o Type in the area that is affected (e.g. the ATC sector).

Since Miscellaneous entries do not have a timeframe associated with them, it is important for the administrators to remove these entries manually after they no longer apply.
As an administrator, you have three options:
- Add Miscellaneous: create a new Miscellaneous entry for display.
- Edit Miscellaneous: change/update information for an existing Miscellaneous entry.
- Remove Miscellaneous: end an existing entry, and remove it from the OIS display.
To add a Miscellaneous entry, click on the Add button on the Miscellaneous information grid. An administrator’s window opens that allows you to enter the information.
- Details, a description of the issue:
o Enter the description.

To edit a Miscellaneous entry, click on the Edit button to the right of the entry you wish to modify. An administrator’s window opens that allows you to edit the information.

Since the Miscellaneous entries do not have a timeframe entered alongside them, it is important for administrators to remove these entries manually after they no longer apply.
To remove a miscellaneous entry, click on the Remove button.
The records are updated to reflect the time at which it was removed, and the entry is removed from the OIS display.
This section is seen and used by NOC administrators only as an online whiteboard of the various issues the NOC is working with on any given day.
This feature allows NOC Administrators to reproduce a snapshot of the OIS entries for a given day and time.
When a date and time is submitted, the system recalls all the entries that were active at that point in time, and presents them in a new window.
The Cancelled Initiatives grid displays the entries that have been cancelled or expired in the last 30 minutes.
At 30 minutes past an entry’s expiry time stamp, the record is removed from the Cancelled Initiatives grid.
